Both clubs were reported to be in advance talks on Friday over the services of the Brazil international.
A Chelsea statement later stated: "Chelsea Football Club and Paris Saint-Germain have agreed terms for the transfer of David Luiz to the French club. The move is now subject to David Luiz agreeing personal terms with PSG and passing a medical examination."
The deal, which according to the BBC will cost the French champions £40m, would make Luiz the world's most expensive defender.

A statement on PSG website read: To respond to the desire of the player to prepare and play the World Cup in his own country in the best conditions possible, the will of the two clubs and of David Luiz was to come to an agreement as quickly as possible between Paris Saint-Germain and Chelsea, on the one hand, and between the Parisian club and the player on the other in order to make the transfer official as soon as the transfer window opens."
The former Benfica defender is expected to sign a four-year contract, with a further year on option, when the deal is made official when the summer transfer window opens on June 10.
PSG have been sanctioned by European football's governing body, Uefa, for breaching financial fair play (FFP) rules, in spite of that; coach Laurent Blanc has said he would strengthen his squad in the summer.
Luiz have been a subject of transfer speculations since last summer, with reports linking him with a move to Barcelona and Bayern Munich.
The player, who was used as a defensive midfielder by Jose Mourinho last season due to his inability to break the defensive partnership of John Terry and Garry Cahill, had welcomed the speculations.
The 27-year-old joined the Blues from Benfica for £21.3m and scored 12 goals in his first two-and-a-half seasons at Stamford Bridge. He made 34 appearances for the Blues in the 2013/14 season
The 30 million pounds (then 44.8 million euros) Manchester United paid Leeds for Rio Ferdinand in 2002 is the highest transfer fee ever paid for a defender in terms of euros. PSG's Thiago Silva's deal is the highest in pounds because of a change in exchange rates.
Chelsea will now look to employ 21-year-old Tomas Kalas and 19-year-old Nathaniel Chalobah in a more defensive role, while £12m January signing from St. Etienne is also an option.
