ICC Prosecutor Visits Nigeria - Indicates Interest To Commence Investigation

The Federal Government on Wednesday pledged commitment to the highest standards of adherence to human rights in the conduct of all her international affairs including counter insurgency operations against Boko Haram in the country.

A statement issued by the Special Adviser, Media and Publicity, Mr Salihu Isah to the Attorney General of the Federation and Minister of Justice Abubakar Malami, SAN, said the minister gave this pledge when he received a delegation from the Office of the Prosecutor, International Criminal Court (ICC) in The Hague, Netherlands, Madame Fatou Bensouda, on Wednesday in Abuja.


The minister assured the delegation that Nigeria had high value for its relationships with the ICC and would unequivocally continue to fulfill its obligations to the Court.

Malami also disclosed that the Nigeria Army had conducted their operations in the North East region of the country in a highly professional manner imbibing with best practices in the areas of international human rights and humanitarian law.

He also revealed that he was aware of the eight case files opened against Nigeria by the ICC which the prosecutor intended to investigate in her next stage of assessment of Nigeria situation.

Five Chibok Parents Received Calls From Missing Girls’ Mobiles

Five parents of the abducted 219 Chibok schoolgirls have received calls from the phone numbers of their missing daughters, our correspondent gathered on Tuesday.

The parents who reportedly called back the lines were however told off by the respondents at the other end.



The Chairman, Chibok Community in Abuja, Tsambido Abana, told our correspondent that the community planned to report the incident to the government for investigation.

"Five parents informed me that they have been receiving calls from their daughters' phones, but when they called back, the persons that responded said the phones were their own and that they should stop calling the lines. We don't know if the network (telecom firms) had allocated the girls' lines to other persons or if the callers were just playing pranks on the parents; we will report this to the government for security agencies to investigate," Abana said.

The Chibok elder could not however confirm when the parents received the calls, saying he was just informed about it on Tuesday.

Meanwhile, a 16-year-old girl identified as Fati, who regained freedom after spending two years in Boko Haram's captivity, has explained how teenage girls volunteer to go on suicide missions in order to escape molestation and other forms of hardship under the sect.

Fati, whose name was changed to protect her identity, said young girls fight to strap on a bomb, not because they were brainwashed by their captors but because the relentless hunger and sexual abuse became too much to bear.

"They came to us to pick us. They would ask, 'Who wants to be a suicide bomber?' The girls would shout, 'me, me, me.' They were fighting to do the suicide bombings," Fati told CNN.

"It was just because they want to run away from Boko Haram. If they give them a suicide bomb, then maybe they would meet soldiers, tell them, 'I have a bomb on me' and they could remove the bomb. They can run away."

The teenager who was kidnapped from her village by the insurgents shared her experience with CNN at a refugee camp in Cameroon.

"We said, 'No, we are too small; we don't want to get married, so they married us by force," Fati said, explaining that after he raped her for the first time, her abuser gave her a wedding present – a purple and brown dress with a matching headscarf that she would wear for the next two years.

While under his control, she explained that she was whisked from one hideouts to another hideouts in order to evade security forces. She recalled that she met girls even younger than her in Sambisa Forest, some of whom she claimed were the abducted Chibok schoolgirls.

"There were so many kidnapped girls there, I couldn't count. There were always bombs and bullets coming from the sky. All of the girls were so frightened. All of them, they always cried and the men raped us. There is no food, nothing. The children, you can count their ribs because of the hunger," said Fati, who is now in Minawao refugee camp in Cameroon.

Fati said, "Many girls are still in Sambisa, some volunteering to die so that they can perhaps live."

The United Nations International Children Emergency Fund has said Boko Haram's use of child bombers has increased over the last year with one in five suicide attacks now done by children.

In a report titled, Beyond Chibok, UNICEF said that boys abducted and recruited into Boko Haram's ranks were forced to attack their own families to demonstrate their loyalty, while girls were exposed to severe abuse including sexual violence and forced marriage to fighters.

The UN report was released as Nigeria approaches the second anniversary of the kidnapping by Boko Haram of more than 200 girls from their boarding school in Chibok.

"Girls, who are often drugged, were behind three-quarters of such attacks committed by the militant Islamist group in Cameroon, Nigeria and Chad.




"It is an 11-fold increase with four attacks in 2014 compared to 44 the next year, including January 2016," the report said, adding that the change in tactics reflected the loss of territory by the terrorist group.

UNICEF said up to 1.3 million children have been forced from their homes across Cameroon, Chad, Nigeria and Niger.

A 17-year-old girl who was abducted and is living with her baby in a camp Maiduguri told the UN agency that she refused to marry despite death threats.

"Then they came for me at night. They kept me locked in a house for over a month and told me: 'Whether you like it or not, we have already married you," she narrated.

General Who Lost Barracks To Boko Haram Discharged And Acquitted

The trial by a military court martial of Brigadier General J. O. Akomolafe, who was the former Brigade Commander of HQ 21 Brigade, Bama in Borno State, has finally been concluded.

The officer was arraigned before the military court sitting at the 9 Brigade Officer's Mess, Ikeja Military Cantonment in Lagos State over the loss of Mohammed Kur Barracks, Bama in Borno State to Boko Haram insurgents on September 1, 2014.

The court martial was convened and inaugurated by the then General Officer Commanding HQ 81 Division, Major General TI Dibi, now retired.

Akomolafe was charged and tried for cowardly behaviour, failure to perform military duty and loss of military properties, namely his staff car and four Hillux vehicles.

The officer, who was represented by Femi Falana (SAN) and Major Femi Oyebanji (rtd), successfully convinced the court that the loss of the location was due to lack of serviceable equipment, adequate ammunitions and personnel to repel the attack.

The uncontroverted evidence adduced during the trial was that troops fought gallantly despite the limited resources available, but were overwhelmed by the superior firepower of the insurgents.

They therefore withdrew from the barracks because no further efforts could have prevented the location from falling.

A shocking revelation during the trial was that the then General Officer Commanding HQ 7 Division, Major General M. Y. Ibrahim, had prior knowledge of the constraints of the HQ 21 Brigade, headed by Akomolafe, but he did not address them.

In fact, several requests for ammunitions replenishment for troops and repair teams to effect repairs of the equipments sent to him by Akomolafe were deliberately ignored or not granted.

More shocking was the evidence that he got early information of the impending attack from the then former Chief of Army Staff, Lieutenant General J. T. Minimah (rtd), but intentionally refused to pass the information to the brigade commander.

Also, a last minute appeal by Akomolafe to him a day before the attack for urgent equipment and ammunitions to fight and safeguard Bama was also denied.

Upon a review of the case, the court martial, headed by Major General S. D. Aliyu, upheld the submissions of the defence counsel and discharged and acquitted Akomolafe as he was found not guilty on each of the three count charges.

In his reaction to the judgment, General Akomolafe thanked God and his lawyers for saving his life and his career in the Nigerian Army.

He was also full of gratitude to the members of the General Court Martial for their sense of justice.

A few dozen escaped to tell of the night Boko Haram militants brought terror to a Nigerian girls' school. From the rest, silence. No sign of where they had been taken or what could have happened to them for almost two years, even as the world screamed #BringBackOurGirls. Hundreds of parents left, day after day, night after night, and then months with no information. Until now. CNN obtained a video of some of the "Chibok Girls" sent to negotiators by their captors as a "proof of life." The video had been seen by negotiators and some members of the government. But no one had shown the parents. Until now. Rifkatu Ayuba catches sight of her long-lost, desperately missed, now 17-year-old. "My Saratu!" she wails, reaching out to a laptop screen, the closest she's been to her child in two years. She is desperate to comfort her little girl, but helpless. Saratu Ayuba is one of 15 girls seen in the recording shown to some of the families for the first time at an emotional meeting this week. Wearing a purple abaya, with a patterned brown scarf covering her hair, Saratu stares directly into the camera. "I felt like removing her from the screen," Ayuba tells us, desperate to pluck Saratu from the mysterious location where she is being held and bring her home. "If I could, I would have removed her from the screen." The video is believed to have been made last December as part of negotiations between the government and Boko Haram. It was released by someone keen to give the girls' parents hope that some of their daughters are still alive, and to motivate the government to help release them. Mr. Abaribe said many senators expressed deep concerns over the blanket freedom the bill would give women because many of them would ignore their immediate responsibilities and turn to prostitutes and homosexuals, urging the proponents of the bill to find a way of replacing some of its languages. Mr. Abaribe spoke during a forum on political rights of women in Nigeria organised by the Civil Resource Development and Documentation Centre (CIRDDOC) on Wednesday in Abuja. “The bill was defeated at the second reading when its details were highlighted to the senators,” Mr. Abaribe said. “Some lawmakers started expressing deep worries about some parts of the bill that they think could give women too much freedom and lead them to prostitution, lesbianism and other social vices.” Mr. Abaribe called on all those championing the bill to make efforts at modifying some aspects of it in order to make it acceptable to all lawmakers for passage. “The reason why we’re here is that we think that we should be able to restrategise, we should be able to look at the bill again and see those contentious areas we may need to modify. We should be able to find those critical constituencies within the senate that we must have to address. “We should be able to look at the narrative of the bill and how it is being presented to the public and change that narrative and make it a positive narrative. “For example, the bill is not a north versus south bill. The bill is not a Christian versus Muslim bill. The bill is not a male versus female bill. The bill simply seeks to extend to every Nigerian all the rights that are they should enjoy. And if women by virtue of our culture, by virtue of our historic antecedents are being behind, then we need to also drag them into the economy by giving them every right that they can use to be productive members of the society and that is all that we’re trying to do. “It has been rejected but we’re talking to the senators who are supporting the bill to know how we could move forward. It’s not easy to say the bill can pass tomorrow, but we will continue to plead with other members for their support on this bill. Mr. Abaribe, who is a member of the Senate Constitutional Review Committee, also said the bill may need to be incorporated into the Constitution as part of the ongoing constitutional amendment process in the National Assembly. “Since we’re doing constitutional review, I will advise that we find a way of putting this bill directly into the Constitution because if we just make it as part of electoral law, it could be challenged at the courts and get struck down.” The bill, which has continued to stoke widespread emotions amongst women, was introduced by Senator Biodun Olujimi and it aimed to achieve, among other purposes, equal access to education, strengthening of the laws on violence against Women, ending abduction of girls, sustenance and promotion of entrepreneurship opportunities, gender mainstreaming and gender equality, as well as female participation in governance.

Nigerian Military Arrests Boko Haram’s Cameramen

The Nigeria military recorded another victory in the campaign
against terrorism as it arrested a photographer that
specializes in taking pictures and making videos of Boko
Haram attacks on communities in the North-East.
The terrorist photographer,
alongside other terrorists, were arrested in a community in
Adamawa state during a patrol, surveillance and raid
operations to track fleeing terrorists in Adamawa environs.
The Director of Defence Information, Chris Olukolade, a
Major General, said Monday that four of the terrorists, who
tried to escape in an SUV with a digital camera and
weapons, have been taken into custody.
As the Nigerian troops continue to sustain their offensive
against terrorists in North-Eastern Nigeria, more arrests are
being made with the insurgents suffering heavy casualties,
officials said.
Maj-Gen. Olukolade said the arrested terrorists are
assisting the authorities in ongoing investigations in one of
the military barracks in the country.

Minna Prison Break: 108 Escaped Inmates Recaptured

108 inmates out of the 275
that escaped during a jail break at the Medium Security
Prison in Minna, Niger State last week, have been
recaptured, the Nigeria Prison Service has said.
It stated that the fugitives
were apprehended through the combined efforts of the
Nigerian Army, Police, Department of State Services, Prison
personnel and cooperation of surrounding communities.
However, 166 other inmates are still at large.
A statement by the NPS spokesman, Ope Fatinikun, on
Monday in Abuja, said the total number of inmates
presently in custody was 157 including 49 others that did
not escape.
It added that search for the other fugitives was ongoing.
The statement noted that the Comptroller-General of
Prisons, Dr. Peter Ekpendu, who was recently appointed in
the wake of the prison break, appealed to communities and
surrounding states of Kwara, Kaduna, Kebbi and the
Federal Capital Territory to be vigilant and to watch out for
any suspicious movement around and report such to the
nearest Police or Prisons formations.

Obasanjo’s Book Out, Declares President Jonathan Incapable Of Governing Well

An attempt by Buruji Kashamu, a close associate of
President Goodluck Jonathan, to stop the publication of
a three-volume book by former President Obasanjo,
appears to have failed as SaharaReporters can confirm that
the book has gone into circulation. A source close to Mr.
Obasanjo confirmed to SaharaReporters late last night that
copies of the former president's exhaustive autobiography
were already available to buyers in print form. The source
that the book would soon be available in an electronic
version that is beyond the jurisdiction of Nigerian courts.

SaharaReporters has already obtained and read sections of
the book scheduled for formal launch in Nigeria in a few
days.
The book, whose three volumes chronicle the life of the
controversial former president from birth till this year,
aroused political interest after SaharaReporters exclusively
reported that Mr. Obasanjo devotes significant pages to
paint an unflattering portrait of President Jonathan. We
reported that the book characterizes Mr. Jonathan as selfish,
weak-willed, callous and incapable of rising to the challenges
of running a complex country like Nigeria. Mr. Obasanjo
also accuses the president of surrounding himself with aides
and political associates with corrupt tendencies.
Mr. Obasanjo's book dedicates several parts in the book to
point out some of Mr. Jonathan's actions and inactions he
considers ill-advised or disastrous for Nigeria. He depicts
Mr. Jonathan as a man who has not only destroyed the
Peoples Democratic Party but also led Nigeria in dire
straights.
The book focuses on several instances of policy somersaults
by Mr. Jonathan as well as deliberate actions by the
incumbent president that have imperiled Nigeria's progress
in the opinion of Mr. Jonathan.
An Abuja-based lawyer and critic of Mr. Obasanjo accused
the former president of seeking to use the book to earn
cheap popularity, adding that Mr. Obasanjo cannot get away
from responsibility for "sponsoring President Jonathan's rise
to political prominence and the Presidency."
"We have been saying it from day one that President
Goodluck Jonathan does not have the qualities to become a
true leader, but we cannot forget that Chief Obasanjo
singlehandedly put him and the late President Umaru
Yar'Adua in office," the lawyer said.
Mr. Obasanjo's book also castigates former President Umaru
Yar'Adua, former Vice President Abubakar Atiku, and former
Governor James Ibori of Delta State, Bukola Saraki, among
other political foes.
In the book, the former president also makes an incredible
claim that he was never interested in pursuing a third term
while in office.
"That is a clear lie," said Mr. Obasanjo's critic. "To even deny
what is so obvious to every Nigerian shows that Chief
Obasanjo has little regard for the truth."

Boko Haram Will Never Stop If Jonathan Re-Emerges President—Governor Okorocha

Governor Rochas Okorocha of Imo State, who is a
presidential aspirant on the platform of the All
Progressives Congress (APC), has said Boko Haram
insurgency would not end if President Goodluck Jonathan
gets returned as Nigeria's leader in the 2015 elections.

Mr. Okorocha made the declaration in Akure, the Ondo State
capital, during a visit to the state's secretariat of the APC with
his team to woo delegates to back him for the party's
presidential ticket.
The party has scheduled its presidential primaries for
December 10 in Lagos.
Mr. Okorocha said President Goodluck Jonathan had proved
incapable of handling the Boko Haram insurgency, adding
that the Islamist group's threat was becoming worse than
the Nigerian civil war. He accused officials of the Jonathan
administration of using the anti-insurgency campaign as a
"commercial business like buying and selling." He said the
officials benefiting did not want the insurgency to stop
because they were making money through the supplies of
arms and other gadgets.
The governor maintained that it would be difficult for the
present administration to fight if its still holdup to power in
2015 stressing that some people have already been making
millions out of the opportunity created by the PDP led
administration.
"If President Jonathan wins the forthcoming election Boko
Haram would never stop and if PDP has what it takes to stop
this carnage they would have done it a long time ago," the
governor said.
Governor Okorocha also blamed the PDP for the continued
existence of the dreaded Islamist group whose attacks have
claimed more than 30,000 lives. The APC presidential
candidate accused the PDP of being "corrupt and incapable"
of leading the country.
The governor added that Nigeria is in a turbulent period as a
result of poverty, greed, injustice and impunity orchestrated
by Mr. Jonathan's administration. He said Nigeria was
already in a state of war and that things might become
worse in 2015 if Mr. Jonathan emerges as the president. He
stressed that Northerners would not take it easy with
Southerners in the country.
The governor accused the top leaders of the PDP of using
Abuja as a center for spreading woes in the country, adding
that Nigeria has become deeply polarized.
"I think it's a wrong perception for people to be talking that
the next president must come from the north or the south
and should be a Muslim or Christian. This has further
divided us and made the country a polarized nation," said
Governor Okorocha.
He said Nigeria needs a dynamic leader with unbeatable
foresight and vision, adding that he was ready to defeat
President Goodluck Jonathan if given the party's ticket. He
urged Nigerians to give APC a chance to govern the country.
"If you put Jonathan and me together in the election, I will
defeat him in all the states of the federation," he said.
He also appealed to APC delegates not to sell their future at
the primaries, adding that they should rally around anyone
who emerges as the party's candidate in the 2015
presidential election.
"If [the] APC should lose the forthcoming election, there will
never be [a] strong opposition again in the history of Nigeria
and APC will die the way ANPP died because the party is the
last hope of opposition in the country. And if we didn't
succeed now then forget about it in the history of the
country," Mr. Okorocha said.

Ex-Borno Governor, Ali Modu Sheriff, In Secret Visit To Arms-laden Chad-bound Plane Detained In Nigeria

A former governor of Borno State, Ali Modu Sheriff, widely accused of sponsoring Boko Haram insurgents in Nigeria, may be lobbying for the release of the Chad-bound cargo aircraft confiscated in Kano for transporting large consignment of military hardware, PREMIUM TIMES can report today.
Sources at the Aminu Kano International Airport, where the plane is currently detained, said Mr. Sheriff visited the Kano airport at about 10 p.m. on Saturday and held discussions with some officials on the possibility of releasing the aircraft.
Our sources said on arriving the airport, officials allowed the former governor a secret tour of the aircraft, during which he inspected its consignments.
"I was there and I saw him and two airport security officials accompanying him to inspect the plane. I saw the black helicopters and two bullet proof SUVs," one of our sources said. "I also heard him (Mr. Sheriff) say verbal directive had been given from Abuja for the release of the plane but that authorities of the airport were insisting on written directive."
Mr. Sheriff could not be reached to comment for this story. His known mobile telephone number was switched off for several hours that PREMIUM TIMES called Saturday. He is also yet to reply a text message sent to him.
The Manager of the Kano Airport, a Mr. Adamu, told PREMIUM TIMES he is in Abuja and was therefore unaware of Mr. Sheriff's tour of the detained aircraft.
The former Borno governor is a close ally of both the Nigerian president, and the government of Chad – the plane's final destination.
A 2010 Intelligence report by a Nigerian security agency suggested that Mr. Sheriff was personally involved in the recruitment, training and dispatch of Boko Haram fighters, under the full cover of Idris Deby, the Chadian president.
Chad is Nigeria's neighbour. Laying on Nigeria's northeast shoulder, and sharing long distances of unregulated borders, it is considered a window to safety for Boko Haram fighters.
An Australian negotiator engaged by the Nigerian government to bring Boko Haram insurgents to the negotiation table, Stephen Davies, also spoke of how the insurgents named Mr. Sheriff as one of their sponsors during his conversations with the terrorists.
Airport officials told PREMIUM TIMES Mr. Sheriff's verbal pressures to let the plane go was turned down. He was asked to get written permission from "ogas at the top" – authority high up in Abuja – our sources said.
After inspecting the plane and holding discussions with local officials, Mr. Sheriff reportedly left for Abuja, Nigeria's capital city, in a private jet at about 11:30 p.m. Saturday.
Security operatives at the Kano Airport had seized the plane when it landed at the facility at about 2a.m. Saturday as a result of technical problems. Crew members of the airplane were immediately detained while investigations continued, officials said.
"Security has since been beefed up at the airport in order to ensure proper investigation," the officials added. The General Manager, Communications, Federal Airport Authority of Nigeria, FAAN, Yakubu Datti, confirmed the seizure of the plane.
He said the pilot sought permission to land at the airport after the plane developed problems. "The plane had a technical problem and the pilot sought (for) permission to land at the airport'', he said.
Mr. Datti said security agencies had since commenced investigation into the matter. Security sources told PREMIUM TIMES the plane was travelling to N'djamena, the capital of Chad. PR Nigeria, an agency known for distributing press statements on behalf of the Nigerian military, later circulated a statement saying the aircraft contained "a chopper tucked in it".
"… Intense investigation is ongoing including using diplomatic means to unravel the mission of the aircraft, its origin and destination," the statement said. This is the third time since 2009 that planes loaded with arms would be arrested in Kano, our correspondent says. The detained planes were later released after investigations.
The destination of the latest aircraft has however raised concerns amid increasing worries in Nigeria over Chad's alleged role in the Boko Haram insurgency plaguing Nigeria's northeast. The plane and its consignment was initially thought to originate from Russia but the Russian Embassy in Abuja issued a statement denying ownership of the AH-124-100 heavy military transport aircraft.
Air cargo experts describe it as one of the biggest serial and strategic heavy lifters in the world. It is intended for the transportation of heavy and oversized cargo and various special-purpose vehicles. Although in commercial use too, the Russian military is beloved to own 14 of the AN-124-100 version of the jumbo cargo jet, manufactured by the Russian Antonov.

Ashaka Aftermath: 67 Boko Haram Terrorists Die In Encounter With Troops

At least 67 terrorists died during a fierce battle for the
control of Ashaka, the host community of Ashaka
Cement Plant in Gombe state last Thursday.
Their colleagues managed to retrieve three truckloads full of
their members before their final retreat from the town,
which they stormed earlier on that day after suffering heavy
defeat in the hands of Nigerian troops.

The terrorists who had come in large numbers with heavy
equipment and convoy of over 30 vehicles including a
number of motor cycles, were on a mission to take control
of
Ashaka town, after they had operated in Bajoga and
environment in the state.
According to a tweet on Defence Headquarters handle
(last Friday December 5, 2015) noted that troops who got
wind of their intention to over run other towns pursued the
terrorists while some also laid ambush for them.
The terrorists were forced to abandon the mission when the
troops proved unyielding.
Most of the vehicles and equipment used by the terrorists
for their mission, were destroyed before they chose to flee
the location.
Unfortunately, more than 10 soldiers, paid the supreme
sacrifice during the battle while others who were wounded
are being treated in military hospitals
Meanwhile patrolling troops on Saturday had an encounter
with a group of terrorists in the Kwanta Yobe area.
Apart from a number of terrorists that died in the
encounter, some equipment and weapons including rapid
propelling guns (RPGs) tubes,machine guns and rounds of
different calibres of ammunition were also captured from
the terrorists.
No casualty was recorded on the part of the troops
